Buddy, Windows Media Player do not play CD with scratches or CD that is not read by CD-ROM , sometimes it make chipmunk like sound but not so often
As far as you question is around Media Player so in my past experience i have seen when Sound Card Driver get damage by abrupt power cut off or computer hangs or restarts the Driver files usually get corrupted, :) so no to worry just re install the Sound card driver by removing it first. and after all that if still the CD is making that chip monk sound :) then there must be something wrong with that CD
these links may help you troubleshooting with your sound driver
